Arish's Briefing is the shortest main mission in Control Resonant. It has one objective, no combat and no reward, and it exists to explain the FBC's plan and open the next stretch of the campaign. The decisions it hands you matter more than the mission does.

Return to the Field Office

As you leave the Evac Building, Zoe puts a song on the radio for the walk back: Say What.
This is the first collectible track in Zoe's Mixtape, one of six songs in the game. Collected tracks live under Archives, in the Zoe's Mixtape section. Missing the first one is easy, because nothing marks it as a pickup.
There are two routes back to Central. The fast one is the Main Street Fast Travel Door in the Evacuation Zone, which drops you at the Field Office Fast Travel Door on top of the orange Security Station. If you skipped either during the last two missions, you are walking.
The long way has one thing going for it, which is that the song plays the whole time.
Talk to Arish at the Field Office

Arish is at the centre table inside the Field Office. Approach and speak with him to start the conversation. As with every dialogue in the game so far, your replies change tone and nothing else.
He opens with the bad news: the situation at the Evac Site is deteriorating, and he expects the Hiss inside to try to break out.
What Is the CFD?
The FBC's plan is to build a weapon that kills Hiss, and the raw material is the corpse of the first Resonant Entity you killed. The Artist's head, in Arish's words, functions as an amplifier for Patterning resonance, which is what makes it usable as a weapon core. That weapon is the CFD.
Powering it takes two things. The first is Patterning resonance drawn from the bottom of the sinkhole, which means someone has to go down there in a diving bell and install probe relays. The previous team that tried did not come back. The second is city power, rerouted through subway stations that currently have none.
There is also a data problem. The team assembling the CFD needs readings from two more Resonant Entities, which means more boss fights regardless of which route you take first.
When Arish finishes, the mission ends. You can track the whole plan by opening the menu and reading Notes: Plan of Attack under the Contain the Crisis section.
Power Lines or Into the Sinkhole: Which to Start First

Two Story Missions unlock at once, and the game lets you take either.
Power Lines sends you into the subway stations under Central and The Park to reroute power. It is a puzzle mission built around calibration devices, with a survivor thread running through it, and it introduces Mold enemies.
Into the Sinkhole is the diving bell run: clear the Hiss, install the probe relays, escape.
Neither locks the other out, and finishing both completes the Plan of Attack tracker. Power Lines is the more natural first pick, because it covers more ground and pulls you past several side quests and a Resonant on the way. It also has a specific difficulty spike that the next section solves.
Which Resonant Entity to Fight First

You can pause here instead and go hunting, and there is a good argument for doing exactly that. Every Resonant Entity you beat awards another Combat Ability, and Combat Abilities are the largest single jump in power available to you at this stage.
Two are worth taking now:
The Central Resonant sits at the Patterned Factory, south of the Factory Station. Beating it lets you choose between two fire-based Combat Abilities. Mold enemies appear during Power Lines, they are armored, they hit hard, and they are weak to fire. Walking into that mission without a fire ability is the single most common reason people stall out there.
The West Incursion Resonant is required for story progression later, at Enemy of My Enemy, so it is not optional so much as deferred. Reaching the West Incursion Zone Resonant needs Shift, the traversal ability from the Incursion Fault, which is part of the Search for Jesse chain.
Open the Quest Log and check the Defeating Resonants section for what you have discovered so far. The reports you unlocked by reporting points of interest from the Watchtower window are what populate that list.
Arish's Briefing Rewards
None. The mission pays nothing directly. What it gives you is the fork: two Story Missions, a tracked plan, and the reason to detour for Resonants before either.
What to Do Next
The next mission is Control Resonant Power Lines Walkthrough, which handles the subway stations and their calibration puzzles. Into the Sinkhole runs in parallel and can be taken first if you prefer.
Before either, the Central Resonant is a short detour with a large payoff, and Search for Jesse should be a standing priority throughout the campaign, since every Fault adds a traversal ability that opens routes you cannot otherwise reach.
