The landscape of high-budget video game development is undergoing a structural transformation as studios from outside the traditional hubs of North America, Western Europe, and Japan ascend to the industry summit. This movement, often characterised as the rise of the outsider AAA studio, traces its roots back nearly two decades to the emergence of developers who operated independently of the major publishing establishment. These entities are now filling a market gap created by a risk-averse industry that produces fewer blockbuster titles each year due to rising costs and slowing technological leaps.

In early 2007, Oli Welsh from Polygon visited Warsaw to observe the development of a role-playing game that had generated significant interest in the PC gaming community. That title was The Witcher, created by CD Projekt Red, a subsidiary of a Polish distribution company. At the time, Warsaw existed outside the primary industry centres of Seattle, Paris, or Guildford. The studio operated in a country one generation removed from communist rule, yet it possessed an ambition to compete on a global scale. CD Projekt eventually transitioned from an outsider to an industry giant, with its flagship title, The Witcher 3: Wild Hunt, selling more than 60 million copies since its 2015 release.

Without a doubt, the third part of Geralt’s adventures marks a pivotal point in our history. The game earned hundreds of awards and solidified our studio’s standing, but more importantly, it brought untold hours of adventures and emotions to millions of games the world over. I am proud to announce that since its release The Witcher 3 has sold over 60 million copies, securing a place among the bestselling video games in all history, and motivating us to carry on with intensive work on the next trilogy set in this universe.

The Global Expansion of AAA Game Development and the Success of Crimson Desert 1

This success has set a precedent for other independent developers, such as Pearl Abyss in South Korea. The studio is currently developing Crimson Desert, a vast open-world role-playing game that emphasises visual fidelity and scale. Pearl Abyss previously established its technical foundation with Black Desert Online, a free-to-play massively multiplayer title. I see the rise of these independent studios as a necessary challenge to an industry that has become increasingly risk-averse. The development of Crimson Desert has experienced a complex cycle of high expectations and technical adjustments, but the project maintains a focus on offering players extensive features and customisation that recall an earlier era of gaming ambition.

South Korean influence in the console market expanded further two years ago with the release of Stellar Blade. Developed by Shift Up, the sci-fi action game featured a protagonist named Eve and drew attention for its distinct aesthetic choices. Sony Interactive Entertainment published the title as a PlayStation 5 exclusive, marking an effort by the platform holder to establish a stronger presence in Chinese and Korean gaming markets. These regions have historically prioritised PC-based internet cafes over home console hardware.

China has also emerged as a primary source of high-production value titles, led by Game Science and its action game Black Myth: Wukong. The studio prioritised graphics technology and production values to create a title that sold more than 20 million copies. Despite receiving varied critical reviews, Black Myth: Wukong achieved significant success in fan-voted awards and maintained a presence in the 2024 Game of the Year discussions. A broader wave of Chinese developers is now utilising Unreal Engine 5 to create mythology-based titles. This group includes projects such as Twelve Shadows, The Legend of Jin Yong, Project Jinyiwei, Wuchang: Fallen Feathers, and Project: The Perceiver.

One notable standout is Phantom Blade Zero from S-Game. This wuxia-themed action game features choreography by Kenji Tanigaki and has secured a partnership with Sony for a PlayStation 5 release. The influx of these titles indicates a diversification of the AAA sector. I think the success of these culturally specific titles proves that global audiences value authenticity over homogenised production standards. The lack of compromise in these designs provides a distinct alternative to the established norms of the gaming establishment.

In Central and Eastern Europe, the example set by CD Projekt Red continues to influence developers like Warhorse Studios in the Czech Republic. The studio is currently preparing for the release of Kingdom Come: Deliverance 2. While the creative leadership at Warhorse has previously expressed controversial viewpoints online, the studio has achieved mainstream recognition through the technical and narrative quality of its work. The project emphasises historical authenticity and uncompromising game design, positioning itself as a significant entry in the global RPG market.

Other regional developers face different challenges, particularly those impacted by the Russia-Ukraine war. GSC Game World, the creator of STALKER 2, and 4A Games, the developer of the Metro series, have navigated geopolitical instability to continue their focus on dark, single-player shooters. Mundfish, a studio with Russian origins that relocated to distance itself from political ties, released the Soviet-themed Atomic Heart in 2023. These developers maintain a commitment to a specific style of PC-centric game design that originated in the early 2000s.

Saber Interactive has also established itself as a major force through its St. Petersburg studio. The team developed Warhammer 40,000: Space Marine 2 under an American parent company and is now working on Space Marine 3 and a high-budget Dungeons & Dragons project. This illustrates how outsider talent is being integrated into major Western intellectual properties.

Meanwhile, CD Projekt Red is transitioning to its next major phase with the development of The Witcher 4. The project is in full production with 422 of the studio's 730 developers assigned to the sequel. The game will feature Ciri as the central protagonist, moving away from the story of Geralt.

That's just stupid. It's not woke. There's nothing woke about it. 's a cool character from The Witcher, and they're gonna focus on that character, and that's awesome.

— Doug Cockle

The decision to focus on Ciri is described by the development team as a logical progression based on the original literary source material.

It was always about her, starting from Saga when you read it in the books. She's an amazing, layered character. And of course, as a protagonist we said goodbye to Geralt previously. So this is a continuation. I guess for all of us it’s like she was meant to be. That was always her.

— Małgorzata Mitręga

The release for the next Witcher title is projected for 2027 at the earliest. The studio aims to avoid the technical issues that affected the launch of its previous major project, Cyberpunk 2077. The sustained sales of The Witcher 3, which now rival the lifetime sales of The Elder Scrolls V: Skyrim, provide the financial stability required for this lengthy development cycle.

The rise of studios like those behind Crimson Desert and Black Myth: Wukong represents a healthy phenomenon for a sector prone to corporate stagnation. These developers reinterpret mass-market genres through distinct cultural lenses. While some of these outsider projects attract reactionary fanbases or exhibit a certain creative naivety, their presence introduces variety into the release calendar. The emergence of a new studio capable of reaching a mass audience with a textured, culturally unique perspective provides a benefit to the medium of interactive entertainment.
